How to become an FBR filer in Pakistan

An NTN is not the same as FBR filer status. Learn how to file on IRIS, join the Active Taxpayers List, and what to do if you miss the deadline.

Becoming an FBR filer means your name appears on the Federal Board of Revenue's Active Taxpayers List, not just that you have a National Tax Number. Until you file the income tax return for the relevant tax year, you stay a non-filer, even if you already have an NTN.

Founders and freelancers in Islamabad and Rawalpindi search for this because filer status affects withholding on many transactions, and banks often ask for it. This page walks through the official path and what to do if you file after the deadline.

Is an NTN the same as being a filer?

No. An NTN identifies you on FBR's systems. Filer status is shown on the Active Taxpayers List. FBR's own ATL pages explain that your name is included when you have filed the tax return that belongs to that list's tax year. Check your status on FBR's ATL verification service with your CNIC or NTN before you assume you are listed.

If you do not yet have an NTN, register on FBR's IRIS portal at iris.fbr.gov.pk. Individuals use their CNIC. A company uses its SECP incorporation details after it has been formed. Once IRIS is open, complete and submit the income tax return for the latest tax year whose due date FBR has announced, then pay any tax the return shows as due.

Keep the records that support the return: invoices, bank statements, and proof of foreign receipts if you freelance for overseas clients. FBR can ask for them later.

What if you file after the deadline?

Finance Act 2019 allows a late filer to join the ATL after the return is submitted. FBR charges a surcharge for that late placement under section 182A of the Income Tax Ordinance, 2001. The amount depends on whether you are an individual, an AOP or a company. Check the current figure on FBR's Active Taxpayer List page before you pay, because Finance Acts can change the table.

FBR has described how late filers pay the surcharge through a PSID, after which the name can be added. The ATL is updated regularly, so re-check your status rather than relying on a screenshot from last month.

Filing also sits underneath other registrations founders ask about. PSEB is easier to use well if your FBR position is already in order. TheWing.pk's separate PSEB guide covers that export-registration step; this page is only about getting onto the ATL.

Why founders in the twin cities bother

Non-filers typically face higher withholding rates than people on the ATL. That extra cost shows up on banking, investments and some purchases. Clients and landlords sometimes ask for filer proof before they sign. If you later open a business bank account or register a company with SECP, a clean FBR profile saves time.

TheWing.pk can help you put the paperwork in order. Finance and tax support here is led by co-founder Waqas Sagar, a Chartered Accountant (ACA, FCCA). A dedicated desk is PKR 36,400 a month and includes a complimentary 30-minute tax consultation. If you mainly need a quiet place to finish the return, a hot desk is PKR 31,800 a month or PKR 1,750 for a day pass, with power backup and dual-ISP fibre at Central Mall on GT Road, opposite DHA Phase 2.

Frequently asked questions

How do I check my filer status?

Use FBR's Active Taxpayer List search with your CNIC or NTN. A listed result means you are currently on the ATL.

Does registering on IRIS make me a filer?

No. Registration gives you access and, if needed, an NTN. You become a filer when the relevant return is filed and your name is on the ATL.

Can someone else file for me?

Yes. Many founders use an authorised representative. You remain responsible for the information on the return.

Can I visit and ask in person?

Yes. Book a free tour at TheWing.pk and mention that you want help becoming a filer or reviewing your ATL status.
